FIIAPP facilitate the setting up of National Joint Intelligence and Investigation Committee on TIPSOM

In complex and time-sensitive investigations, speed and efficiency are of the essence. However, in many cases, the operational needs of the authorities involved are not fully met by the traditional channels of mutual legal assistance.

Direct cooperation and communication between authorities is the most efficient method of handling the increased sophistication of organized criminal activities such as human trafficking and smuggling of migrant.

It is based on the above need that the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) under the 11th EDF Project known as the Action Against Trafficking in Persons and Smuggling of Migrants, in Nigeria A-TIPSOM (funded by European Union) has organized trainings and meetings for selected officers of the National Agency for Prohibition of Trafficking in Persons (NAPTIP), Nigeria Immigration Service (NIS) and Nigeria Police Force (NPF).

Some officers were selected from the trained participants to be part of the National Joint Intelligence and Investigation Committee to enhance effective operational collaboration among agreeing Law Enforcement Agencies (national regional and international) while reducing or eradicating the bottle necks encountered ordinarily in seeking mutual assistance.

They will be responsible for securing the best evidence from the participating members, avoiding duplication of work, ensuring that tactical decisions are made jointly and as well addressing jurisdictional issues that may arrive during their operations.

In 2022, FIIAPP held three trainings and meetings to enhance the capacity of the committee members and as well as supporting them to draft the Terms of Reference (ToR) and Working Arrangement (WA).

The recent workshop was organized on 22nd to 24th November 2022 in Nasarawa State.

Through the work of the committee, the rivalry among law enforcement agencies will be significantly reduced and this will pace way for rapid mutual assistance.
